Sumerian culture was based on the taxation of the surplus produced by agricultural villagers to support the urban ruling class and its public-works programme, which included state-controlled irrigation. Cities included Lagash, Eridu, and Ur. Centralized control over the region (an empire) was first asserted by neighbouring Akkad, about 2300 BC. Trade with Egypt and the Indus valley may have influenced the formation of the ancient civilizations there.
