In England, a unit of local government whose responsibilities include broad planning policy, highways, education, personal social services, and libraries; police, fire, and traffic control; and refuse disposal. The tier below the county council has traditionally been the district council, but with local government reorganization from 1996, there has been a shift towards unitary authorities (based on a unit smaller than the county) replacing both. By 1998 there were 34 two-tier non-metropolitan county councils under which there were 274 district councils. See also
